- Following the January meeting, children’s bureau staff began work on implementing the goals and strategies outlined in a “Call for Change: Transformation of the Children’s Behavioral Health System in Pennsylvania.” The document includes three major sections: 1) goals and strategies for transforming the system; 2) action steps and timelines for implementing the goals and strategies; and 3) a supporting paper that provides a brief history of and data on children’s behavioral health in Pennsylvania. The five goals are:
- Develop the capacity for the system to be youth and family driven;
- Ensure ready access to a cost-effective array of quality services including assessment, treatment and support services that help to sustain and nurture family and community ties. Quality services are comprehensive, integrated, and provided in the least restrictive environment as defined by the needs of the youth;
- Establish the infrastructure (financing, policies, training, etc) to implement a system of comprehensive, integrated, cost-effective array of services;
- Develop a public health approach to social and emotional wellness for children, youth and families; and
- Develop increased capacity for service systems to meet the needs of transition age youth and young adults through cross systems collaborative relationships and initiatives.
Each goal has multiple strategies and action steps, and there is often overlap from one goal to another since so many aspects of the children’s behavioral health system are interdependent. Section Two will be used as a reporting tool to the Children’s Advisory Committee and will be refined, edited and updated regularly to reflect progress in implementing the goals and strategies.
